Largest problem is there's very little comp data without going into surrounding cities that are definitely lower income, so that's not the best gauge.

Temple is a university surrounded by a D class area. 

But even a private contract does have certain issues if it runs afoul of other rules/laws, such as privacy issues surrounding credit ect.

Sacramento and all surrounding areas are continuing to grow rapidly so higher appreciation is not guaranteed but is almost one.

I wouldn't recommend buying a property surrounded by vacant houses, I didn't do that.
