I have a friend who is from Ghana, he has money there and has shown interest in investing with us, but isn't sure how to bring large amounts of money in, without it raising red flags. 

The problem is that sometimes when I use the engine from realtor.com to verify crime areas, sometimes it is very red, and scary.

But I’m looking for some specifics......I agree though, if they don’t take pride in the aesthetics of the property then that’s a major red flag!

Looking around on Zillow / Trulia / Red Fin, one thing that stuck out to me was that there are dozens (hundreds?)

you can see the mechanicals in the basement.. an investors should be able to walk this with a decent agent and in 30 minutes or less note if there are any Major red flags.. you can buy one of those things you plug into the receptacles to see if power is working.. you turn the hot water on.. you run the heater.. check for age.. 

This seems like a red flag to me, and potential sign of a problematic tenant.

The only criticism I have for you is this.... please dont take offense to it, but the fact that you say that you've never had more than $2000 in your bank account is a giant red flag.

That's a big red flag for me.I would deal with the roaches and then get rid of the long-term tenant as soon as legally possible.
