@Jay Hinrichs It appears there might be a limited exemption for your second scenario if loaning on behalf of yourself or marriage, NRS 645 Section 72: "provides that a natural person, or husband and wife, lending money for investment in commercial loans are not subject to licensure under NRS 645E and the federal SAFE Act."
