Now she says she has complained to housing department (in VA) about bats in her bed room. 

They have only sent a finance estimate with rate, term etc from their credit department. 

I would recommend calling your local building department.

Now my tenant -- who is in arrears with the water department -- has told me he expects me to pay towards bills that he says were too large dating back two years to when he moved in, saying that it was obvious that the issue persisted much further back.

I came across a couple properties that I thought were worth a little more of a deep dive but I didn't get much info from the clerk I talked to at the Police Department so I figured I'd reach out to the BP community instead of just relying on Trulia's crime maps.

But I do work in a finance department in the auto industry and far to many times I see young adults your age come into my office with below average credit due to bad financial decisions.
