People like that are in need of a place to call home; they will submit applications to countless landlords in the hopes that just one will accept them, and they know that there will be some application fees involved; they know in advance that chances are good that most landlords will decline them if they perform the proper background checks, but they only need that one to ignore the background checks and say "yes" ... don't be THAT landlord.
