I would be more inclined to think they're shriekers looking for some shut-up money, but I've been known to be unfairly judgmental in the past.  

An outlet in the house burnt out ( I am thinking it is due to them)  but they had to shut the breaker off which shut the power off to some bedrooms in the house.I scheduled a electrician to come out the following day but the tenant texted me saying they cant be there to meet him.

I had 2 SFRs burned down, a duplex burned down, and a 20 unit burned down (this was before rehab was complete and it was next to a church).
