So that only happens if they do not stay current on their bills.Other places you would need to formally, in writing, inform the tenants that according the the lease they are responsible for the utilities and they are late in doing so and owe you $$$ and must start service to have utilities in their name by XXx date as your deposit will have ran out.And likely the real tenant friendly places like CA you may have set a standard and now have to keep paying until you go to court.
