I see on the report that the roof on the property has recently been charged over the last few years and the outside of the building was repainted over the last few month.

Another benefit we've seen is last repeat infections in our family of five with a second unit in the kids room.I would talk to a proper paint store about nicotine sealing paint, repaint, and throw a germ guardian in there for remnant smell from non-paintables.

How responsible are they for paying to repaint this stuff? 

Or is repainting apartment just a normal part of every turn over?

I can replace electrical, plumbing, and repaint the interior for $10K or less.

A typical repaint and clean up turnover turned into a $6k repair on top of several month's lost rent.

However, if you have lose a tenant, not only will you lose a month's rent, you'll also be plowing $1,000 - $2,000 into it to repaint and clean it up to prep for the next tenant.

They can argue they re-coated them, or re-painted them, or whatever hack term they want to use, but they did not “refinish” them. 

There is small maintenance needs like possible repaint/drywall work but that is minimal and I will wait until tenant turnover.

I don’t know the stent of the “damage” that was repainted, but.....sounds if they had Not repainted, it would have been normal wear and tear.
