I asked him if he was worried about potential problems with tenants and he said no because if you report them for wrong doing they can lose their section 8 privileges.

As the others stated Step 1 talk to tenants, followup with written notice as well something along the lines John Doe , Jane Doe never had the right or privilege to occupy the premises.

You have to apply and have your unit pass an inspection to gain the "privilege" of renting to a section 8 participant.If they meet all of your criteria without the voucher, then rent to them.
