Will raising rent 10% (max allowed) get her to give you notice?  

When digging deeper, I notice a lot of landlords would rather take cash tenants and not deal with double inspections with section 8.

They said they will pay today after I gave 5 day notice yesterday.

I would give the tenant written notice that they are responsible for the repair.
