I have a pretty strict budget for all 9 units so it may be that it is cost prohibitive to do anything but slap some new carpet down on the stairs and in the upstairs bedrooms and wait a few years before I change the layout.

@Scott Avidon If the aesthetics are odd(weird layout or something), there is major highway construction coming, they owe $70K, there are $88K in liens, and it needs to be rehabbed with loose ARV's coming in at $245K, there is not much room for profit, and a lot of negatives.Let's say your ARV is off by 10% since the comps are not exactly right.

If you were making this big of a change, you might also consider installing a ductless heat pump in each unit (with electric baseboard as auxiliary heat) if the layout of the units support such an approach.
