Propane is included in a lease for one of my rentals; tenant keeps her thermostat on 77 in the winter so I have to limit the number of tanks/refills she has in a 12 month period (in her lease).  

For the heat, I like to have a thermostat kind of hidden and locked at set temp such as 68 degrees, and have baseboard electric heaters in the units that way the tenants can "boost" the heat all they want on their own dime.

To top it off, the utilities are connected, so there is only 1 thermostat (in the main house), but the back house has window units and space heaters to regulate temp if needed (the front house is on a schedule and I have a Nest thermostat there that I can control if needed).  

It can only make the best guess the programmer knows how to make based on the information the code can discover, which is going to be the same info a human can gather from on-line resources.I know - we always want the machine to do the work for us.
