If by "welfare consumers" you mean immigrants, they have been an engine for economic growth since our ancestors got here.

So we're constantly getting an influx of immigrants and people at the bottom of economy and the much higher up folks. 

Would it be discrimination to question Hispanics about their immigration status or to refuse to rent to them because you SUSPECT that they are illegal?

We have illegal immigrants coming over the borders, coming in on boats, etc., packing drugs.

It also might a good idea for some cities to actively recruit some of the more fertile type residents and immigrants asap!
