However, there are first deals that, done incorrectly can set you back or disenfranchise you from doing another.

Who knows what's going on behind your walls.Now, it is possible the tenant did something dumb and just wired the circuit for the compressor incorrectly and did damage the panel in the garage.

@Dell Schlabach Yes he is incorrect about HUD counters, but it is not a true counter in that even if you accept it is not reviewed until the next day so if a higher offer is received you will still lose the property. 

There is some incorrect information in some of the preceding posts that must be pointed out.
