Eventually they will come back up, and some of the folks that refinanced to an ARM may not be able to cover the difference, so some of the extra cash that's in the market may dry up as well.

The previous owner did a bunch of work to correct these things, however when the code inspector came out he noticed a few small things such as painting, some wood rot, and a retaining wall that needs to be fixed.
