In MN it is through the licensing body, and it pays up to $25,000 to property owners who get screwed by a licensed contractor, it is called the Contractor Recovery Fund, a rather common thing for licensed professionals. 

Those are the slides that I usually have to cut out of my monthly video (you can find it on my BP profile page), so here is what I would say to them specifically.Things will NOT go back to full normal quickly; we have already entered the recovery phase as shown in the June 5th improved unemplyment numbers and we will probably see a swift recovery in Q3 quickly up to 90% of where we used to be.

I have another LLC owned by the holdings company which focuses on Disaster Recovery/Business Continuity and Cloud migration for businesses.  

Pending sales growth is the first sign of recovery, so the strong gains in May pending home sales throughout the MSA is encouraging.

Sales volume still trailed 2019 by 32% but showed signs of recovery, up 40% from last week.

Not a guaranteed route for rental income but locks in a mechanism for recovery of funds via debt collection method, and the pressure point of negative impact to credit report. 

However, if for some reason you just can't find it, consider at least turning the debt over to a collections company like Rent Recovery Service or AOA Debt Reporting Service that will report it to the credit bureaus so other landlords can be warned about this deadbeat tenant. 

“After falling to 21% below last year’s level the week of May 25-31, new listings last week continued their recovery; last week’s new listings were 15% below last year’s level.”1

This doesn't mean our economy is fully recovered, or even close; a full recovery is going to take years.
