Regarding the tenants safety, just like you performed your due diligence, the tenant would have to do that as well in order to protect themselves and family members.I also have that added into my lease with website/state police information.

I would advise the tenants to call the police and file a police report followed by attempting to have a restraining order put in place to have the cameras removed.

After looking at many homes, we ran into a police officer and he warned us that the areas are very dangerous and to stay east of US1.  

I am assuming this of course as the police department wouldn't give me any info.  

Prelim title report contains a quitclaim deed transferring ownership from the descendant to a revocable living trust under his name, with the descendant listing himself as the trustee.

I have had good success getting approvals with probate / shortsale properties (less paperwork because the borrower is deceased) but the discounts have been @20% of FMV (which if the house needs a lot of repairs works for me (I provided constrution bids, police reports, ect...).

The process is there to keep things safe & up to code & that is the owners responsibility without being policed.

Full disclosure - I'm a former San Antonio Police Officer and I can say without a doubt that regardless of the area you are in, bad people do bad things all the time and unfortunately, there is no shortage of bad people these days.
