OP  Stuart is highly experienced in Philly I would listen to what he has to say as well as Chris.this is pretty standard from what I see in big cities.. its why i will no longer build in the City of Portland.. every building permit application comes back with a check sheet EVERYONE its standard procedure i think for these large municipalities..

Any thoughts on best practices for converting equity in property into cashflow.

A house is always valued and appraised using residential practices which uses comparable sales.

One thing that might be causing an issue is that the house has a cesspool (normal for this area) that's less than 100 feet from the well, so due to FHA standards we can't sell to FHA buyers, just buyers with conventional financing or cash. 

When I deliver the new lease for the tenancy from 10/25/24 through 11/30/24 can it just be your standard month-to-month tenancy lease- or do I need to also attach my own 30-day notice with it? 

I follow a checklist in order to get rental properties up a certain standard: - The interior and exterior paint should be free of excessive wear, smudges/dirt and preferably in neutral colors.

I would appreciate some practical feedback on fixing and flipping REO properties. 

You should definitely get professional advice all the standards, legal, tax, financial, etc. before you do anything.   

Howerver, I have resrvations about how this will impact the community's living standards as the development will immediately border some neighborhoods and could bring unwanted environmental impacts and noise.
