I'm not sure how I could hold them accountable to pay for the utilities since rent is due at the beginning of the month and the utility bills come out towards the end of the month.

I am at pain now to know when someone is Genuinely in difficulty versus trying to test my limits.I met the tenant few times and everytime he told me he is sincere in giving it back..
