Most commercial leases are structured as net leases: with multi-tenants, the only thing you should be on the hook for is property tax, maybe maintenance for common areas or external spaces.

I get that politics play a role in this, I get that there are many external factors that are at work and it's not "just" safety.

There're some external factors that may impact an investment, so one has to be realistic with the expectations.
