I once flipped a house that had a long term smoker and we literally had to wash the walls down with a chemical.

One memory that comes to mind was a bunch of toxic chemicals that required some costly regulatory oversight to remove and dispose of.Let's hope that was a rare exception!

They also sprayed a bunch of chemicals in addition, and this pretty much solves the problem immediately (but with more upfront cost). 

What I mean by that is proper ingress/egress, electrical safety, water safety, insulkation requirements, pest control, chemical and materials safety and fire detector safety and so on.

@Bruce Woodruff I thought this pertinent: The dictionary definition of Chemical Warfare is: tactical warfare using substances with irritant, burning, poisonous, or asphyxiating properties. 

From building code violations leading to extreme damages, or injury, or death, and mold, asbestos, hazardous chemicals/substances found on site, etc.
