I had the answers that showed I did my job keeping his expenses as low as possible while also keeping his tenants happy and his property in top condition. 

In TN if they do not attend this inspection their rights to object to the condition of the property is pretty much non-existent. 

I was looking for potential Fourplex / Duplexes that are in good condition and living there for a year perhaps however. 

Typically, if one condition can't be met "The usual way"... there is another way to meet it.  

If the drywall is in good condition overall and just needs cleaning and paint, this is probably you're most practical path forward. 

I know when I looked into it, out of curiosity, there were many restrictions/rules/conditions.
