I read the creditors and IRS take priority over tax deed holders in case where the original owner of the listed property declare bankruptcy. 1 - Which department in the county should I go to clarify all this information and previous searches? 

It can become just as vague and ambiguous as a liability suit or bankruptcy proceeding's as mentioned in the Article.

My guess is "personal reasons" have affected her credit, ie. tax liens with ex, or an old bankruptcy (BK), unpaid child support, delinquent on student loans.Anything 'government' related (child support, student loans, tax liens, VA stuff) MUST be resolved before qualifying with a typical Freddie/Fannie program.

Look to Section 547 of the Bankruptcy Code that addresses timely perfection of liens and conveyances.

But I would rather take a hit on my house than have to declare bankruptcy I think.  

The Bankruptcy definitely helped that, and the schools got killed, taxes are high, and Mella Roos (sp?)
