Being a credit Union they are very conservative, but both my wife and I used them to purchase houses, which we still own today.I would not write off the VA either because even if you go over your entitlement you can still get in for a low down payment.

If your looking at deals under $1M (loan amount) you will find the national lenders do not typically have an interest and your best option is local banks and credit unions.

Regarding financing, my first was to discuss with the seller to consider seller financing at first, but it sounds like that is out in your case.Beyond that, and I guess as a first step for you, I would just start calling the local banks/credit unions to see what they can do in your situation.

Honestly I'd be hesitant just to do anything like this in Chicago with its reputation of corrupt politicians and unions that seem to act more like the mafia, but at 1/10 the ARV in your home market sounds like a great find.I'm a small timer but I avoid homes built before 1978 because:* January 1978 was the official end of lead paint.
