I like the maps on Redfin/Zillow/Realtor.com to see where the property is and what is for sale (and use the quick filters to narrow down a price range).

For example, if the roof was "under insured", or if the ground moved below the roof support (I learned recently that  earth movement is not covered under some policies, such as those on the bluffs of Lake Michigan falling into the water).

Look for areas with strong demand for affordable housing and check infrastructure availability like water, sewer, and roads.Building relationships with local real estate brokers and connecting with municipal contacts can help uncover off-market deals and streamline your search.

After repair value is $100k-$170k (based on comps in the neighborhood, the range is large since the layout is a bit weird where the primary bathroom is in a bedroom). 

3X is a GREAT entry for most as long as it's not a sinking ship or with crushing overhead and miniscule margins. 4X-7X is a normalized range for acquiring many different business's.  3X earnings?

This can be a huge range.
