The cost of renewing an LLC or changing the title is absurdly cheap unless you have one of those law firms that advertise a lot and have a huge advertising department and claim to have a secret sauce that guarantees protection. 

The fire department should put them in for them if they think its so easy to get it done. 

I would start with the code & zoning department for your community

You can connect with the local chamber of commerce and/or planning and development departments to find what is coming to the area that would create some appreciation.

It reduces the “bouncing ball” effect of tasks being passed between departments. 

There was lots of discussion in the department about whether the matter was in fact covered but my opinion ultimately prevailed.

Saika  While a permit is a hassle, what happens if there was a fire, it burned down, someone got killed and the fire department was not even aware the unpermitted structure existed.

The water department told them that they were seeing continuous usage—AKA a leak.
