You have the means to purchase and intend to offer owner financing (you) to the buyers of your lots.That sounds pretty straight forward as long as you are able to carry the loans and deal with any defaults.I don't have a background in raw land deals, so that's all I got.Thanks for the feedback and I will keep these things in mind as I move forward. 

Or even a contractor that does large additions and then move towards ground-up stuff.

Strictly advice to move forward in these ventures.Your attitude may be the best thing about your ability going forward.

.- Tell them they'll have to provide you with a copy of their renter's insurance naming you as additional named insured, with a minimum of (I use $300,000) liability insurance, also before they move into the unit.It's not perfect, but it's a start toward a tenant transparency.

I obviously have no interest in boyfriend staying as they are constantly a week late on rent and I suspect to not receive another dime moving forward.

We all know how expensive the market is in the area and this presents a particular struggle for me as I can't just move to a cheaper area.
