I would not tell them there were legal changes and that the new lease will benefit them to induce them to sign unless you are sure of your facts.In some states a judge at an eviction would not take kindly to hearing such stories.

You COULD go with a power vent water heater, but that adds a few hundred dollars to the initial cost and the inducer may very well kick the bucket before the tank rusts out.
