Anyone trying to get started with a market like Los Angeles as their backyard will spin their wheels for years when they could be making an out-of-state investment work.

wheels of justice grind slowly in some cases. some cases when perpetrator pleads out they can get right to their prison sentence very quickly within 6 months or so.  

LOC on business purpose doesn't really make sense from a lenders perspective.Think about it, you have to tie up funds and not earn a return until the borrower wants to use them.Time is money and if your lending money you want a return each day your money is out.I'd strongly recommend just going with a cash out refinance and avoid spinning wheels looking for a LOC. 

Maybe it's a non-profit who wants to turn it into a community garden and somehow got a grant and greased some wheels in the planning office?
