If you did a full repipe and gutted the entire property then I assume (in all that means) that there were permits pulled and this should have been caught when the inspector did their rough in walk through or atleast the final occupancy inspection.

Because this clause wasn't in the lease agreement, they closed the case and told me to take it up civilly because they couldn't prove, beyond a reasonable doubt, that he wasn't permitted to take everything in the house.

A permit was was pulled in 2019 to close out violations as the remarks indicate the home was renovated without permits.
