But, if they are flippers/rehabbers, investors, property managers, I could see that being a benefit.And I would certainly be looking at flight options into either market, as I couldn't imagine putting hundreds of thousands of dollars into investments in a market with visiting those investments at least a couple times per year.

Elgin is a great rental property market, but the city does require inspections every 2 years, and you do have to take a landlord class.If you can househack a 3-4 unit building out in your area, that will be a golden ticket to get started.

I don't know about Memphis but I also invest in Indianapolis and my property taxes went up 17% this year.Another consideration: Nevada has low property tax rates and is a short flight or long drive away.
