It's currently setup as a large studio without a kitchen, but we plan to eventually erect a wall to create a bedroom, and install a kitchenette.My question is, knowing how persnickety Portland is with regard to Airbnb, would it be a smarter strategy to rent it out on a longer-term basis to a regular tenant?

Unless you are real rural, like the type of areas that the Raneys (Homestead Rescue) help out Homesteaders, I would not expect that you would get away with your plan.On Homestead Rescue, the Raneys do things like move houses, build new structures, divert water, dig wells, erect windmills, etc. seemingly on the spur of the moment with no permits, etc.
