I understand this is the way syndication works with multifamily properties because the operations are generally only a few people, however, in senior living, the operations are much larger and more litigious because we are providing 24-hour care, medication management, meals, transportation, activities, etc. 

About the only thing they could do to make a nation wide rent control program is to force states to implement their own laws by threatening to withhold money like they did to get states to change DUI laws to .08 or lose transportation funding. 

The other thing I would suggest is possibly looking at an enclosed pool house. 

Memphis has a diverse economy with strong sectors in transportation, logistics, healthcare, and education.

If theoretically transported across the Northern or Southern Oregon borders, the same property would likely be many multiples of current Oregon asking prices. 

Maximize your W2 earnings, get a 2nd job, swallow your pride and live at home (if that's an option), don't spend a dime on anything if it is not food, housing, or transportation, and pile up money.

Some buyers (think Cary NC in the 1990s) are looking for attributes not related to economic value, like: common areas, access to public transportation, proximity to parks, etc.

I have attorneys who only charge $500-$650 for handling seller's side, but once you add in the state and local transfer tax, transportation fund fee, prorated real estate taxes, stormwater, courier, etc., it adds up. 

Close to public transport, very family friendly, etc.
