I would fist run the numbers to see if it is a good deal at the price and everything else, and then I would drive down the streets to see if you see any licensed contractor signs/trucks.

Personally, I would never invest in a place I didn't even visit and also meet/interview the people who would be involved (agent, manager, contractor, etc.)

Last piece of advice is to surround yourself with quality service providers (real estate brokers, lenders, accountants, attorneys, PM's, Contractors, Insurance Brokers)., They will be instrumental to your business.

I would suggest you hire an inspector as well as have a general contractor go out to the property.
