As mentioned above, keep the brick non painted.I've had good success using bleach and a power washer to brighten up the brick in the past.  

The neighbor told me to bleach the well, I did it and that cleared it up.

@justin harrell Bleach and water mixture in a spray bottle if area is small or use a pump sprayer from your local big box store.

Bleach is probably your friend.....
