If they are all the same race, same sexual orientation, family situation, handicapped or not, etc etc you’d probably be fine.

There are several reasons but you don't want a tenant that just abuses the utilities because they don't care what it costs.

He may have a substance abuse issue but I have no proof of that and he is unemployed I believe. 

PLUS, a tenant if disgruntled can abuse the utility and purposefully run the bill up to spite you.

Rarely an issue, save for the abusive scenarios I mentioned.The fun part is education before you make any deals.

This is so abusive and extortionist in nature, and so disconnected from any sense of reality I'd really have to question the general intelligence of the persons presenting such. 

Sometimes tenants abuse "free" power by running the AC with the windows open and so on.

That said, I know a few MHP operators that make some pretty tremendous money on the trailers, mostly by renting to people who need to pay in cash and have someone not ask a lot of questions - illegal/undocumented immigrants, transients, probably some criminals for sure, sometimes people (mostly women) hiding from domestic abusers, etc.

Also received a lot of verbal abuse about the +++++ing appliances, my ++++y repair service options, and the incompetence of my homebuilder who tenant says had installed the dryer incorrectly (installed by Lowes, because they won't warranty if anyone other than a professional  they contract with does the installation.
