In Michigan all I have to do is take a 3 week class, pass a test and pay some money.

Get a Foundation Contractor or an old General Contractor to give it a look too.Based on what you're showing us here and no other info, I'd say pass.

Some don't want to "trouble themselves" with taking a $500 real estate class and having to pass a test.

I see this as more politicking and trying to pander to their base than realistically trying to pass a bill.  

They have to pass a drug screen in order to enter the facility to do work.
