It doesn't sound like your paint job would pass a Section 8 inspection so the needed repair isn't something I would blame on the Toledo lead ordinance...if you bought the property properly then you got a discount at purchase and are simply waiting for Spring to make a repair.I have been discussing this ordinance since ~2015 and your response is quite understandable.

And to anyone who says, the buyer's submitting the offer, you the agent are only presenting I say this:  fine, you spend 90 hours studying bland material, pass a test, pay several hundred to get your license, and then another $500 for this and that, plus another $50 - $100 per month for MLS fees, plus whatever your brokerage charges, and become an agent yourself.

Unless feds pass a safe banking act you will be handcuffed to private money funding (there is talk of this progressing which will be huge for the industry, not only for RE side but for operators who have to currently fund everything, no line of credit against ARs is a big squeeze on operations which trickles down to the landlord) if you have a current mortgage in place you will be likely be at risk of having your note called (doesn’t always happen, but is a risk).
