(my mom is a Vietnamese immigrant---before any accusations of racism start flying around) When they spoke, according to my kid, the 2 Spanish woman joked and laughed and then told my mom they've been renting for 10 years with no complaints...so sorry.  

I’ve read most of your comments and it seems that everyone has miss read the question or is accusing the buyer of having a motive of not purchasing the property... no one has yet to offer true advice. 

This was a mom and her adult daughter (plus two teen age girls) who rented my house.Initially they faithfully paid the rent each month; even calling me to come and pick it up (yes; I was so new at the game I was driving over to get the rent). 

I went thru this last year with my "golden girls tenants", an older mother & daughter.

They have their friends, but friendship may wear thin living together or they can come up with new boy/girl friends, etc. etc. etc. 

All our workers have a master key to all of our properties, however, I prefer to have the tenants be there when someone comes in because they will always accuse you of stealing their lap top, Rolex Watch, and the $10,000.00 they have in a sock in their drawer. 

Piecing it together from notes entered in the PM portal, it seems the tenant on the first floor had two break ins, and complained about the second floor unit being too noisy (accused them of running a day care, but not sure if that is substantiated). 

First, I think your tenant is being very honest about his desire to move his girl friend in.

First, I never want to accuse something of anything, unless I'm certain I have my facts straight or have witnessed something first hand that I'm sure of.
