The borrower's experience is important, but what's more important is the "Hard Asset," Hard money lenders rely on their due diligence process to determine the potential future value, review the renovation plans to get to that value & sometimes even the contractor.  

They'll be your guide through the process and you'll have no issues.And since we're talking international here's a big shout out to @CoffeeSlutGuam - the most uniquely named coffee bar on the Island of Guam. 

Should I be prioritizing finding a local expert, or are there tools and strategies I can use to handle this process myself?

Also remember just because a loan may qualify as being assumable the lender will go through a thorough underwriting process to confirm you meet eligibility for the loan.I have seen a guru teaching people with poor credit to go after these types of loans and it’s unfortunate as many would most likely not qualify.

I suspect the ROW did not want to get in an argument with you and just kind of went along with your thought process all the while knowing there is no way they are going to agree to your terms in writing. 

Tenant move out in the middle of eviction process and we are unable to serve him.Any suggestions on how to proceed with money judgement as we cannot locate him to serve him ?

Not sure what the process would be.This is kind of what I'm looking at (with a 7% interest rate):Its not really negative cash flow, its saying $143/month.
