I put true in bold because many times tenants believe any request is an emergency to them, so its important to set limits and HIGH fees for abuse.

@Thomas S. made a great quote above and it deserves to be in bold and be noticedFirst lesson.....when you know the law, applicants and tenants can no longer get away with intimidation tactics.This is true in so many aspects of this business.
