Then I would try to get estoppels from the tenants, call the local permitting, zoning and police departments, knock on neighbor's doors, talk to local PM's, commercial brokers who know the neighborhood really well, etc. to see what you can uncover. 

Next time you talk with an owner ask lots of questions to try to uncover their real motivation- are they looking for a big chunk of money for a new investment?
