From the pictures i saw, repairs needed will probably be replacing carpet that is stained and old.

-One unit has bad stained carpet, black in a lot of areas, but it hasn't been professionally cleaned yet, as the owners evicted the tenants from that unit (it will be the unit I will live in because it is vacant).

Kitchen countertop got stains during current tenant's residency.

I believe they wanted a matching nice stained fence on all sides of their property and took it upon themselves to have it done without anyone's consent (they are surrounded by rental properties and the previous fences on all sides were not stained). 

If you did an inspection and there was chewed up moldings, stains, scratches, then I would decline.

Did they properly maintain it by sealing and/or staining it?

Hi,We hired a local company to bleach and stain our decks for an investment property.

We redid the deck in the backyard, cleaned and stained the fence, redid the landscaping and furnished/decorated the home for the tenants.

It's way more challenging to get 5* when a guest walks in to a dirty sink or stained bed. 

Whereas natural stone and granite can absorb liquids, causing stains, quartz does not have this issue.
