Some friend said that if the church rent the lower level, we might have problem in renting out the second floor, especially for prospective tenants who are not religious.

There's a mistaken belief that private property isn't covered by city ordinances. 

I work out religiously and have found it to be one of the best things I have ever done for myself. 

Contrary to certain peoples beliefs there is no right or wrong answer.

To me that isn't fair and is in my belief, violating my constitutional rights to due process and in a way double jeopardy.
