Mostly since the advances in water based paints gives you the same leveling, durability and adhesion without any of the fumes, toxins or horrible cleanup.With that being said, the paint I use (currently using McCormick Interlock) can last indefinitely if treated right.

Goof Off, in gallon cans, probably would dissolve the adhesive, but it's very smelly and you'd have to set up some extra ventilation before starting.

There will be residual costs.For instance, in certain tourist areas like DC's National Monuments and Smithsonian Museums, it probably had a significant impact on the economy in these localities.There is NO making up for those loses, unfortunately.The other issues may involve things like Credit Scores and qualifications for a Mortgage, if they were in contract at this time.
