If you love them and you are in the range of market (there is no such thing as THE market value, its a spectrum) increase their rent an obviously token amount to make sure you stay in the habit of regular increases and then TELL THEM WHY ITS SO CHEAP.

On the other end of the spectrum, if you are looking for higher quality data and you can wait anywhere from 12-36 hours than there are a number of companies out there and at that point, you might just be looking for the best price/package.

I recommend against allowing tenant OR subsidized programs to deposit directly to your bank account, unless you establish an additional "sweep" account which you monitor daily to transfer deposited funds out to your "regular" operating or client trust account.Your real estate agent can likely provide you a State RE Board approved Rental Agreement that will cover a broad spectrum of issues.

In the end the home is worth about what they paid for the construction and the lot (no equity/profit for a developer).Larger builds like several rows of row homes tend to be on the lower end of the spectrum as far as land value as a percentage of finished product.
