it varies widely per state...in florida I am basically only required to provide a dwelling that has heat...AC not even required by law.

That can be caused by presence of black mold. https://www.moldsafesolutions.com/mold-rage/Do nothing immediately but if they report similar incidents again and again,  or the next tenant also reports something similar, it may be a time to explore this angle (instead of calling the ghost busters ) !!

I find that out of state investors from desert areas like Nevada, Cali, Texas, etc have no clue how bad the basement foundation walls in an old house like this can be.The good news is that a bad basement can be fixed but the repair cost can vary widely from cheap to multiple tens of thousands of dollars so having the right inspector on your team is critical!
