Hi David, you need a discounted propety, have you tried hyper focusing on off-market properties in your desired area.  

There is no other local affordable housing in the area.

That area is up and coming.

I grew up in that area, and it's not great - declining population, stagnant economy that relies on 1 major employer (Caterpillar).
