Am I right not to pay in full the amount as the PM breached their legal responsibility for not following my recent instructions to cancel the vendor's services and their failure to inform me of the rescheduling and that they should actually shoulder the costs, at least half of the $1,325?

When you rent you landlord pays a bunch of expenses that as a homeowner you have to shoulder yourself.

This is home base and aside from taxes and insurance (also optional if you're paid off and like to shoulder that kind of risk) you've not a base forever.
