You can get a decent cosmetic refresh/remodel (flooring, paint, new countertops, appliances, backsplash) done for $12K, depending on the size of the property. 

I have made it a point to read the Texas Residential Property Code cover to cover multiple times and always refer back to it when I have questions or feel like I need a refresher.

In a $1700 market, I could put it to $1900 or more if I refresh it nicely.

You can give the tenants the choice of staying at market rates and with a refresh or going. 

So even a 2K refresh (I didn't spend that much but I could) would be recouped in 5 months or so.So this definitely is market dependent, but I agree that in a more updated rental or a higher COLA area the turnover is usually worth it.

I know without a book of business to bring with me, new to the industry (experience will need to be refreshed), and only doing this part time means im not an ideal catch. thank you in advance-Alan
