Nevada is one of the strictest states in the US to loan money. you need a license.. there may be carve out but before you do this check with the state.penalties are harsh I made one comment on lending money in Nevada 18 months ago and got a nasty gram from the state.. :)secondary or Gap financing is HIGHLY risky..

The lawyer always came up with harsh words but may be the tenant is professional to meet you one on one.  

Harsh statement, but if you're a realtor, finance professional, etc. it becomes impossible to know how to help you.  

Sorry if this sounds harsh, I don't mean it to be a smack down, I am just trying to better understand your situation before addressing your question.On another note, before you commit to the idea that weird and strange are not good traits, just keep in mind places like: The Mission District in SF, SoHo in NY, and countless other places around the globe. 

These suggestions will probably come across as a little harsh, but here it goes. 

At one point the new tenants wanted to call the cops as they advise the existing tenant harshly moved her car in a manor that almost struck them as they were outside with her.

Although Minnesota winters are harsh and nobody up here likes to move jan thru march.. 

If not reported in the appropriate year, interest and penalties accumulate.Although, I make it sound quite harsh, it's just to emphasize that one must be aware of the rules.
